empty.woff is 0 bytes. 1kb.woff is 1,024 bytes of filler text. Both use the Web Open Font Format File name.
Attach either file where your product asks for a .WOFF file. Use the empty file for a zero-length check, and the 1 KB file for a small non-empty upload. The download names stay empty.woff and 1kb.woff.
empty.woff is empty. 1kb.woff is about 1 KB of filler text, not a real Web Open Font Format File.
