empty.svg is 0 bytes. 1kb.svg is 1,024 bytes of filler text. Both use the Scalable Vector Graphics File name.
Attach either file where your product asks for a .SVG file. Use the empty file for a zero-length check, and the 1 KB file for a small non-empty upload. The download names stay empty.svg and 1kb.svg.
empty.svg is empty. 1kb.svg is about 1 KB of filler text, not a real Scalable Vector Graphics File.
