empty.step is 0 bytes. 1kb.step is 1,024 bytes of filler text. Both use the STEP 3D Model name.
Attach either file where your product asks for a .STEP file. Use the empty file for a zero-length check, and the 1 KB file for a small non-empty upload. The download names stay empty.step and 1kb.step.
